***INVITATION TO BID*** City of New Castle Battery Park Riverwalk Partial Reconstruction Project

INVITATION TO BID

Sealed bids for the City of New Castle Battery Park Riverwalk Partial Reconstruction Project will be received by the City Administrator until 2:00 p.m. on Tuesday, November 3, 2015, at the City Administration Building, 220 Delaware Street, New Castle, at which time they will be publicly opened and read. Bids received after the stated time will be returned unopened.

Project involves rebuilding an approximately 350 foot long section of the existing walkway which is damaged. Work includes removal of a layer of the existing gravel walkway, proof-rolling and under-cutting as needed of remaining walkway which will form the new subbase, placement of new asphalt surface, restoration of adjacent grouted rip-rap and grassed areas, and related incidentals. The City intends to enter into a contract with the selected contractor within 72 hours of receipt of bids. Contractor must be prepared to begin work on Monday November 9, 2015, and complete work no later than Friday, November 20, 2015.

Bidding documents may be obtained during normal business hours from New Castle Public Services Department, 900 Wilmington Road (Trolley Barn), New Castle. A Pre-Bid Meeting will be held on Monday, October 19, 2015 at 11:00 a.m. at Town Hall, 201 Delaware Street, New Castle. Attendance of this meeting is mandatory for all prospective bidders and will be a pre-requisite for submitting a bid.

Bids shall be submitted in a sealed envelope and shall be marked clearly as follows: Sealed Bid – Proposal for Battery Park Riverwalk Partial Reconstruction Project. Requirements for a 10% Bid Bond, 100% Performance Bond, 100% Payment Bond and Maintenance Bond, and Contractor’s Insurance are included in the Contract Documents.

Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE) and Women-Owned Business Enterprises (WBE) will be afforded full opportunity to submit bids on this contract and are encouraged to do so.

Each Bidder must deposit with their bid a security equivalent to 10% of the bid amount, form and subject to the conditions provided in the instructions for bidders.

The City of New Castle reserves the right to reject any or all bids and makes such award as appears most advantageous to the City.

The City may extend the time and place for the opening of the bids from that described in the advertisement, with not less than two calendar days-notice by certified delivery, facsimile machine, e-mail, or other electronic means to those bidders who have obtained bid packets.

City Braces for Weekend Weather.

While the latest forecast models show Hurricane Joaquin shifting away from shore, City officials are still keeping a close eye on the storm.

The River Towns Ride & Festival scheduled for this weekend has been cancelled and rescheduled for Saturday, October 31st.

City workers have prepared vehicles, cleaned storm drains throughout the area, and are on alert in case the weather intensifies over the weekend.

Any updated weather information will be posted on the City website throughout the weekend.

  • Monday’s trash will be collected on Tues., Sept. 8th.

Forgotten Cats Free Spay & Neuter Program for Outdoor and Feral Cats

Free Services for cats in New Castle

Forgotten Cats, a nonprofit cat rescue organization, is offering FREE Spay/Neuter services for outdoor cats and pets.

The program includes humane trapping of outdoor cats, transportation, spay/neuter and vaccination services provided by a licensed Veterinarian, and transportation back to their original location.  This program is designed to reduce cat overpopulation by eliminating the birth of homeless kittens.  It will keep cats healthy and reduce nuisance issues caused by unaltered cats.
