3. Public Comments as related to agenda items. Three minutes per person with a maximum of one hour of public comment.
4. Discussion and Possible vote regarding the Preliminary Subdivision Plan of Lots 1-6 at 1004 Gray Street
5. Discussion and Vote on Ordinance 2025–559 An Ordinance to Amend the City of New Castle Municipal Code, Chapter 230 (Zoning Code), Regarding Historic Area Commission Membership (Council Person Brian Mattaway 10/07/2025)
6. Presentation and Discussion led by City Solicitor Hatfield regarding an overview of the Planning Commission.
7. Discussion and Possible vote regarding the recommendation of a letter to recommend City Council sends to the Office of State Planning Coordination (OSPC) regarding the Five- year Comprehensive Plan review.
8. Suggestions of possible topics for future meetings, subject to review by legal counsel that it is within the scope of the Planning Commission and a vote by commissioners to discuss suggested topic.
9. HAC Report
