Discussion and possible vote of Ordinance 553 An Ordinance to amend the City of New Castle code and establish Chapter 222 Financial Matters, Chapter 222, Article I regarding the establishment of a Budget Stabilization Fund and Chapter 222, Article II regarding the establishment of a Capital and Infrastructure Fund.
