Voting Information: In order to vote in the City election, you must be:
- at least 18 years of age
- a resident of the City of New Castle for at least 30 days
- and a registered voter in the State of Delaware.
Candidate Information: The requirements of candidates to file for elected office are:
- must have resided in the City for two years before election;
- at time of election must be a qualified voter of the City.

Join us as we celebrate the 4th of July and the 18th century
Delawareans who gathered in New Castle to support the signing of the Declaration of
lndependence.
Children and families of all ages, regardless of age, faith, race or ethnicity, are cordially invited
to attend historic New Castle’s bell-ringing ceremony, which will be held at lmmanuel Church on
the Green from 1:30-2:30 pm on the 4th of July. This free annual event is part of an ongoing
national ceremony. When the Liberty Bell in Philadelphia is tapped, bells in Philadelphia and
across the nation will ring simultaneously, to officially commemorate the birth of American
lndependence.
Please be inside lmmanuel by 1:20 pm as the program begins at 1:30 sharp. Guests will remain
seated for the pealing of the church bells at 2:00 p.m., then children, representing the thirteen
colonies, will ring a smaller bell donated to the day’s event by the Old Courthouse Museum.
This year’s keynote speaker will be author Bruce E. Mowday who lives in Downingtown,
Pennsylvania. He specializes in books about local history, business, sports, and true crime.
Mowday is the author of Lafayette at Brandywine: The Making of an American Hero, released
by New York’s Barricade Publishing. His upcoming book, Lafayette: America’s Young Hero &
Guest, was written by Mowday and American Friends of Lafayette President Alan R. Hoffman.

Re-enactors, children, docents and all who love wearing 18th century garb are invited to come
dressed in period attire, although ordinary casual clothing is welcomed. Visitors will enjoy
exploring the graveyard where a number of colonial settlers and local Revolutionary soldiers
are buried. Social distancing and masks are encouraged but not required.

Delaware Street Paving Project

The City has recently been informed that the work set to begin on Wednesday, April 22, between Third and Fourth Streets by City contractor Cirello, has been delayed until the week of April 27, with an expected start date of April 28. At this time any scheduled road closures will be postponed until that week.
The City’s contractor Cirillo Brothers will begin replacing the street curbs on Delaware
Street between 3 rd Street and 4th Street. The contractor will
need to close one or both lanes of Delaware Street to vehicular traffic between 3 rd
Street and 4 th Street each day to perform the work. The contractor may also
close the sidewalk on the active construction side of this section of road where
they are working to not endanger the public, but the sidewalk on the other side of
the street will remain open. All closures will start at 8:00 am and be reopened by
5:00 pm each day and no closures are scheduled to occur on weekends. The
work is estimated to take between three and six weeks. Multiple unknowns do
not allow for a more precise schedule.
During the lane closures, multiple warning signs will be placed and flaggers will
be positioned at the intersections to allow one-way traffic to pass, or to direct
traffic to detour around the construction. The City understands that this may be
inconvenient to some but with one-way traffic on area streets, this was
determined to be the best approach.
Residents are asked to obey the flaggers’ instructions.
Of course there will be no parking on Delaware Street between 3 rd Street and 4th
Street, during these times. Parked cars will be towed.
The repaving work on Delaware Street will last for many months and will
necessitate both temporary lane restrictions as well as full closures at varying
times. The City will provide more information for both as the project progresses.

DELAWARE STREET PROJECT UPDATE
*** UPDATE *** 1/28/20
With the work having already begun at the wharf by the City contractor Cirillo Brothers, the utility phase of the Delaware Street Project is set to begin on February 3rd. From Tuesday, January 28th until Friday, January 31st, Henkels and McCoy, the contractor for Delmarva, MSC, Comcast and Verizon will be doing preliminary work in order to prepare for the actual project to begin February 3rd; when they will begin saw cutting from 4th Street to The Strand. The saw cutting phase should take 5 days, with “No Parking” restrictions on various lengths of Delaware Street based on the daily progress made by the contractor.

Delaware Street is closed from The Strand to the wharf during this phase of construction. The sidewalks will remain open for pedestrian use.
Cars will be detoured on Delaware Street from Second Street to Harmony to The Strand, with Delaware Street being one way from The Strand to Second Street.
This phase of construction is estimated to be approximately 6 weeks in duration.

Thanksgiving Holiday Notice
City Offices will be closed on Thursday, November 28th and Friday, November 29th for the Thanksgiving Holiday.
City of New Castle Public Works Department Holiday Schedule:
- There will be a CITY-WIDE Recycle Pick-up on Wednesday, November 27th.
- There will be NO Yard Waste Pick-up on Wednesday, November 27th.
- There will be NO Recycle Pick-up on Thursday, November 28th and Friday, November 29th.
