DELAWARE CITY, Del. – Governor John Carney on Monday announced the latest cities and towns receiving a Downtown Development Districts (DDD) designation. The program significantly builds on the state’s efforts to redevelop Delaware’s commercial business districts and drive private investment in towns and cities.   

Governor Carney officially designated four new Downtown Development Districts – in Delaware City, Middletown, New Castle and Clayton. Investors who make qualified improvements to residential, commercial or industrial properties in those districts now may qualify for state and local development incentives, including a rebate of up to 20 percent of eligible costs upon completion of the project.

“The Downtown Development Districts program is already bringing significant private investment to the eight currently designated cities and towns, and I am thrilled to welcome these four new designations to the program,” said Governor John Carney. “This expansion continues our commitment to revitalizing our downtown business districts and surrounding neighborhoods.”

Established in May 2014, the DDD program was created to spur private capital investment in commercial business districts and other neighborhoods; stimulate job growth and improve the commercial vitality of our cities and towns; and help build a stable community of long-term residents in our downtowns and other neighborhoods.

Since the first reservation awards in April 2015, the DDD program has been a catalyst for private investment in the eight Delaware downtowns previously designated. Those districts are: Dover, Georgetown, Harrington, Laurel, Milford, Seaford, Smyrna and Wilmington. To date, $31.6 million in rebates through the program has leveraged $597 million in private investment in those designated downtown districts.

Governor Carney made the announcement in downtown Delaware City on Monday morning, joined by local officials representing the new districts.

“We are excited about the transformation that will occur in downtown Delaware City thanks to this program. We want our residents to be able to live, work and enjoy themselves in our downtown, and this designation will go a long way to helping us achieve that,” said Delaware City Mayor Paul H. Johnson, Sr.

“The City of New Castle is honored to accept the Governor’s Downtown Development District designation, and we are excited to see the positive changes this program can have for our community,” said New Castle City Mayor Michael J. Quaranta. “Investors looking to make improvements in our city now have another incentive to help further strengthen our community.”

“The Town Council and I are committed to continuing the economic growth in Middletown, particularly within the main commercial district,” said Middletown Mayor Ken Branner. “We firmly believe this designation, combined with significant local incentives, will encourage private investment in the downtown areas that have been left out of current development.”

“This Downtown Development Districts designation provides a wonderful opportunity for the Town of Clayton to jump start our revitalization,” said Clayton Vice Mayor Alex Dias. “By participating in the program, our downtown is certain to prosper, maintain its character, and be the center of our community.”

The DDD program is administered by the Delaware State Housing Authority (DSHA). In October, DSHA will launch a new funding round for large projects in each of Delaware’s Downtown Development Districts. Nearly $8 million in funding will be available for projects statewide. Applications to fund small projects are accepted on a rolling basis.

“We’re thrilled to work with homeowners, developers, and small business owners to drive investment in all of the newly-designated districts,” said Anas Ben Addi, Director of the Delaware State Housing Authority. “This program is already successful in the eight current districts, and we look forward to even more progress statewide.”

Governor Carney announced in February that the DDD program would expand through new district designations. Delaware’s Office of State Planning Coordination led the process to review the applications and designate the new districts. Applications were scored based on the town or city’s need for Downtown Development District incentives, the jurisdiction’s downtown revitalization plan and the creativity of its incentive package.

“All of Delaware’s towns and cities are unique, and I am so pleased that we were able to expand this program to the four diverse communities being recognized today,” said State Planning Director Constance Holland. “The best part of this program is that it supports such a wide range of redevelopment activities so each town can thrive. This program demonstrates that the state supports all of our local governments and their visions of economically vibrant, healthy, and complete communities.”

MSC – Interruption of Water Service due to Repairing Water Valve

MSC – Interruption of Water Service

MSC will be repairing a broken water valve at the intersection of E. 5th St. and Harmony St.  Prep work will begin on Monday, September 16th.  There will be an interruption of water service on Tuesday, Sept. 17th , from approximately 9 a.m. to 10 a.m., for residents on E. 5th St.  and residents on Harmony St. between 4th & 5th St.

 

This interruption may cause some water discoloration and allow air to enter the system.  If this occurs, please run your cold water until it is clear and the air has escaped.

 

Please plan for the interruption by storing sufficient water.

 

In the event of heavy or steady rain, the outage will be rescheduled.

Update From MSC – Delaware St. Closing August 23rd

MSC’s contractor, J. Fletcher Creamer has one more repair that needs to be done at 525 Delaware Street.

On Friday, August 23rd, Delaware Street will be closed between 5th and 6th Streets, from approximately 7:30a.m. – 4:00p.m.  Detours will be posted.

Update from MSC: Delaware St. closing August 15th and 16th

Unfortunately, we now need to shut down Delaware Street  between 4th and 5th Streets this afternoon, August 15th.  Detour signs will be posted to direct traffic around the work area and get individuals down town.  It is anticipated that this work will go beyond 4:00 p.m. this evening.

On Friday, Aug. 16th, Delaware Street will be closed between 5th and 6th Streets, and again detour signs will be posted.  This work schedule may also extend beyond the 4:00 p.m. time frame.

Thursday, August 15th, MSC’s Delaware Street Water Main Relining Project – Clearing of Service Lines

The majority of the MSC’s Delaware Street Water Main Relining Project was completed last week.

MSC staff noted some corrections that need to take place immediately.

The contractor will be returning to Delaware Street on Thursday 8-15-19 to excavate and clear several service lines.

An emergency Miss Utility has been called in and it is expected the issue will be corrected by the end of this week.

The work will  require one lane traffic on Delaware Street with possible road closures.

Every effort will be made to make this correction as quick as possible.

The MSC appreciates the community’s patience during this project.

ROAD CLOSURES THIS WEEKEND

As part of Municipal Services Commission (MSC) Water Main Project portions of Delaware Street will be closed this weekend.

The intersection of 6th and Delaware Street will be closed beginning Friday, 6-21-19 evening approximately 6:00 p.m and is expected to be opened by Monday, 6-24-19 morning approximately 5:00 a.m.

Detours will be in effect throughout the weekend.

Please pay attention to detour signs.   

There may be an increase in traffic due to the detours, the MSC appreciates your patience while improvements are made to the City’s water system.  Please feel free to contact the customer service department with any questions at (302) 322-2330.

Applications are being accepted for appointment to City Council to fill the vacancy left by the passing of Councilman Albert J. Vannucci, Jr.

Applications for appointment to City Council are available at the City Administration office at 220 Delaware Street, New Castle, DE 19720.  Please call 302-322-9801 if you have any questions.  Eligible candidates must have resided within the City limits for the past two (2) years before their appointment and be qualified to vote in the City at the time of their appointment.

If you would like to be considered for appointment, please submit application no later than 4:30 p.m. on Tuesday, October 25, 2016.  This appointment will stand until the April, 2017 Election, at which point the remaining two year term for this seat on Council with go up for election.  (Applicants may attach a cover letter and/or resume in addition to completing the application form.)

The City Council will consider nominations at the regular Council meeting on Wednesday, November 9, 2016*.

Invitation to Bid – City of New Castle Riverfront Redevelopment Pier Project

INVITATION TO BID

Sealed bids for the City of New Castle Riverfront Redevelopment Pier Project will be received by the City Administrator until 1:30 p.m. on Thursday March 31, 2016, at the City Administration Building, 220 Delaware Street, New Castle, at which time they will be publicly opened and read.  Bids received after the stated time will be returned unopened.  This project was first bid in December 2015 but a contract was not awarded.

The City of New Castle Riverfront Redevelopment Pier Project involves the construction of a fixed dock structure along the Delaware River to accommodate commercial, institutional, and historic vessels.  The fixed dock will extend from the Delaware Street Wharf approximately 170 feet to the navigable channel.  The project will include a fixed 100 foot long dock, access causeway, access ramp and stairs.  The construction will involve mobilization / demobilization; installation of driven piles; erection of steel framing and wood decking; construction of concrete ramps; and placement of miscellaneous railings, security gates, and dock mechanical facilities.  Piles for a floating dock and a floating dock with gangway are being bid as add / alternates.

Bidding documents may be obtained during normal business hours from New Castle Public Services Department, 900 Wilmington Road (Trolley Barn), New Castle.  A Pre-Bid Meeting will be held on Thursday March 10, 2016 at 1:30 p.m. at Town Hall, 201 Delaware Street, New Castle.  Attendance of this meeting is mandatory for all prospective bidders and will be a pre-requisite for submitting a bid. 

Bids shall be submitted in a sealed envelope and shall be marked clearly as follows:  Sealed Bid – Proposal for Riverfront Redevelopment Pier Project.  Requirements for a 10% Bid Bond, 100% Performance Bond, 100% Payment Bond and Maintenance Bond, and Contractor’s Insurance are included in the Contract Documents.

Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE) and Women-Owned Business Enterprises (WBE) will be afforded full opportunity to submit bids on this contract and are encouraged to do so.

Each Bidder must deposit with their bid a security equivalent to 10% of the bid amount, form and subject to the conditions provided in the instructions for bidders.

The City of New Castle reserves the right to reject any or all bids and makes such award as appears most advantageous to the City.

The City may extend the time and place for the opening of the bids from that described in the advertisement, with not less than two calendar days-notice by certified delivery, facsimile machine, e-mail, or other electronic means to those bidders who have obtained bid packets.
